On Thursday, November 23, at an enlarged meeting of the Tyumen Regional Duma, Governor Vladimir Yakushev addressed the annual message on the situation in the region. He noted the main achievements that Tyumen citizens reached and set tasks for the near future.


The main result of the past year is the regional mobilization; the Governor mentioned it was needed and urged to it in previous messages. It became a reality. The region buckled down, reinforced and entered a new path of sustainable development.

Among the significant events, Vladimir Yakushev emphasized the commissioning of new facilities and increase in capacity of already existing production facilities, putting three deposits into production, the development of industrial parks, the development of the regional agroindustry and the commissioning of large enterprises in this industry, the revival of the construction industry, the implementation of several major infrastructure projects, the progress in the field of private partnership in housing and utility sector, the completion of a four-year gasification program, the victory of Tyumen citizens in the competition of professional skills “Slavim cheloveka truda!” (“Glorify a working man!”), in which our team took the first place among the entities of UFD, the victory in the final of the V National Championship “WorldSkills”, the victory at the International Mendeleev Olympiad in Chemistry and the World Olympiad of schoolchildren. According to the Governor, by a convincing victory at the WorldSkills World Championship in Abu Dhabi, Tyumen completely entrenched its right to become a centre for training personnel in IT and software administration. A number of important projects started or was completed in the healthcare, educational sphere. Another achievement of the region is entering the Top 10 (in terms of the number of socially-oriented non-profit organizations) winners of the first grant competition 2017 of the Russian President.

In the opinion of the head of the region, all successes and failures are the results and consequences of decisions made at a certain time. According to the results of the first half of 2017, the growth in all five main sectors at once (construction, industry, agriculture, retail, services) was noted only in eight regions of the Russian Federation, including the Tyumen region.

“The financial effect of the investments is important, of course. But the social effect expressed, above all, in the number of jobs is not less important. More than three thousand jobs were created in 2017. All investment projects are estimated not by their monetary volume, but by the number of new jobs,” said Vladimir Yakushev.

In his message, the head of the region defined the outstanding issues, in particular the incompetence and inefficient management of some enterprises, as well as the key challenges that must be solved within a year. Among them: the preparation of the region for the declared reduction in the amount of co-financing by the federal centre of federal programs up to 22%, the improvement of interdepartmental interaction, stepping up of investment activities of a number of municipal administrations. Solving the problem of promotion, the expansion of sales markets for regional products and, accordingly, the development of the logistics are among the challenges.

The Governor separately emphasized the ecological subject, namely, increase in the culture and encouragement of citizens’ environmental responsibility, especially regarding the creation of unauthorized landfills, as well as the display of constructive public initiative and true sense of nationhood, which consists not only in criticism but also in independent projective thinking focused on the general welfare.

“The historical backbone of the Tyumen character – the proclivity for a free, harmonious, meaningful life – made both our ancestors, and us faithful, ardent patriots of the Siberian vast expanses and the whole Russia, defenders and protectors of our native land – both in the military affairs and in the peaceful, creative affairs. I am sure that this backbone remains today even when we have to make new and typically difficult decisions. Decisions primarily focused on our own strengths, on our own development potential, on our own progress. We continue our way into the future. It has never been an easy ride, because we never go our happy way. It will not be happy in the future. But it will be the way of realizing the whole great potential of the Tyumen land and, most importantly, the owners of this land – us, Tyumen citizens,” summarized the Governor.

Government of Ugra, under the chairmanship of the First Deputy Governor of Ugra Gennady Bukhtin, held an expanded meeting of the organizing committee for the preparation and holding of the International Environmental Campaign “Save and Preserve”, within which the results of this year event were summed up.


“Annually and traditionally, after the end of the campaign, we hold such extended meetings in order to sum up the results, outline new directions, note our advantages and, if there are,disadvantages, discuss them in order not to admit in the future. Of course, we gathered to reward all those distinguished at the campaign,” Gennady Bukhtin noted before the meeting.

International Environmental Campaign “Save and Preserve” is a large-scale socially significant environmental project implemented in the Autonomous Okrug since 2003, and since 2004 it has been held under the auspices of UNESCO and the International Association “Northern Forum”. XV International Environmental Campaign “Save and Preserve” was held in the Autonomous Okrug from May 19 to June 9, 2017 under the motto “Saving Nature, Determining the Future”.

“According to plan of the campaign, 36 events were held in Ugra this year, including 8 international, interregional and Okrug levels. Representatives of 22 municipalities of the Okrug, 72 constituent entities of Russia, 87 countries of the near and far abroad participated in the event. Municipalities of Ugra held about 9,693 events,” Larisa Kruglova, Head of the Department for Formation of Ecological Culture of Ugra Nature Supervision Body, said.

As a result of the campaign, more than a million tree seedlings, bushes and flowers were planted. Amount of garbage collected during clean-up events is more than 41 thousand cubic meters. 260 tons of waste paper were collected.

It was noted that the total percentage of involvement of the population of municipalities in actions of the campaign was from 10 to 60. The most active were Nyagan, Pokachi, Nizhnevartovsk, Yugorsk, Khanty-Mansiysk, and also the Sovietskiy, Kondinskiy, Beloyarskiy, Nizhnevartovskiy and Surgutskiy districts.

It is worth adding that the category of participants in the campaign in 2017 included radio amateurs. Thus, regional branch of the Union of Radio Amateurs of Russia for Ugra together with the Government of the Autonomous Okrug held the days of activity “Save and Preserve”. Radio stations with special call signs conducted 33,052 radio communication sessions with radio amateurs from 101 countries.

Number of participants in major all-Russian and international events has significantly increased, which indicates interest in the projects of Ugra. Last year representatives of 41 countries took part in the International TV Festival “Save and Preserve”, in 2017 — from 87 countries.

“This year, the representation reached a historic peak, 920 works came to the festival. Their creators are television companies, production studios and independent authors — 708 participants in total, “Irina Beznosova, Director of the Public and External Relations Department of Ugra, said.

According to Sergei Pikunov, Head of the Nature Supervisory Body of Ugra, over 15 years of its existence, events of the campaign have not lost their relevance and interest of residents of Ugra and Russia.

“Campaign will continue. We have a lot of work to do. For example, during this time we have never intentionally approached the problem of waste. I propose to the organizing committee to consider the topic of waste management, regulation of this sphere next year. Legislation is changing dramatically at federal and regional levels. 2018 should be dedicated to this topic,” Sergei Pikunov said.
At the end of the meeting of the organizing committee the awarding of active participants, organizers, winners of competitions and partners of the International Environmental Campaign “Save and Preserve” took place.

In Molodezhny village of the Tyumen District, the fish-processing plant of “Era-98” LLC is now successfully working. It manufactures cured, salted and smoked fish, canned herring, mackerel and seaweed, minced fish products, semi-products, frozen packaged fish which are in high demand not only among the Tyumen region citizens but also in Chelyabinsk, Yekaterinburg, Kurgan, Khanty-Mansi and Yamalo-Nenets Autonomous Okrugs. The plant has recently made the trial delivery to Moscow and Saint-Petersburg. In total, the plant’s fish product line includes about 250 products.


The rated capacity of the processing complex in Molodezhny village allows to produce more than five thousand tonnes of finished products every year. Next spring, the construction of pond fish-farm for a pike-perch spawning school and commodity fish-farming will be started.

Let us recall that the investment project on fish technological park construction was realized by the company “Era-98” in 2016. The investment volume was 800 million rubles with 150 workplaces created.

The Regional Government provided an extensive, state support of the project which included subsidizing of some expenses on fish seed buying, investment lending granting as well as assisting in passing different licensing procedures. At all stages, the project was supported by the members of the Tyumen Government and the Tyumen District Administration. They facilitated fast and easy solving of problems on land granting and registration, receipt of technical specifications, building permissions and commissioning sheets.

According to the Head of the region Vladimir Yakushev, the Tyumen fish-farming complex has powerful resources, technological and industrial capacity and is now at the stage of thorough renovation. The region places great expectations on the fish technological park being constructed. It is to become the place where aquiculture specialists are trained and qualified.

From year to year, the fish-farmers of the region increase the production volumes. According to the results of nine months’ work 1,316 tonnes of fish have been bred in the Tyumen region, i.e. 549 tonnes of syrok, 509 tonnes of carp (with 241 tonnes more than last year), 128 tonnes of pike, 22 tonnes of pike-perch and 108 tonnes of other fishes.
