In accordance with the Minutes of the previous meeting of the working group for the preparation of the meeting of the Council, Ugra was tasked with drafting of proposals on two issues: “Implementation of federal standards of sports training in organizations that carry out sports training” and “Transitions of athletes between physical culture and sports organizations and constituent entities of the Russian Federation”.
The Governor of the Okrug Natalia Komarova said that constituent entities of the Russian Federation, municipalities, regional federations, sports and sports organizations and educational institutions of Ugra were involved in elaboration of these points. 46 constituent entities of the Russian Federation and professional community have provided more than 70 proposals. The proposals were analyzed, summarized and sent to the drafting committee.
Thus, in the direction “Implementing federal standards of sports training in organizations that carry out sports training,” it was proposed to develop federal standards for sports training of the second generation, taking into account the available practical experience (both Russian and global), and taking into account the application of exemplary sports training programs approved by the Methodical Council of the Ministry of Sport of Russia and published by the Federal Center of Sports Reserve Training.
“We consider it necessary to add sections on anti-doping, scientific and methodological, medical and biomedical support, as well as a section on sports nutrition to the federal standards,” the Head of the region said.
It is also proposed to carry out a revision and correction of standards for general and special physical training in order to ensure consideration of sports specifics in federal standards.
Federal standards need to include requirements for matching the intensity of physical and moral load to the age-related psychophysiological parameters of athletes, excluding forced training and excessive use of permitted pharmaceutical substances.
It is important to introduce mechanisms that will ensure the preservation of the health of athletes, the quality of the training process, competitive performance and sports longevity.
“We propose to give an instruction to provide a phased increase of funding of sports training in basic sports to 100% at the level required by federal standards in accordance with the standards of costs for the provision of public services by 2020. We recommend that the Ministry of Sport of the Russian Federation elaborates a state order on the quantitative and qualitative composition of the athletes necessary for the reserve of the country’s national teams from the constituent entities of the Russian Federation in order to bring co-financing in line with the basic cost standards. We propose to finalize requirements for trainers, stipulated in the federal standards for sports training and in the professional standard “Trainer”,” the Governor said.
In addition, we need to synchronize the mode of trainer´s work, including the period of holidays, with a continuous year-round mode of the training process of athletes, set by federal standards (52 weeks) and set the standards of training hours (trainer´s duty).
“We are presenting the initiative to organize a nationwide trainers general education course of compulsory knowledge of federal standards of sports training in the next two years,” Natalia Komarova said.
The following recommendations were developed in the direction of “Transitions of athletes between physical culture and sports organizations and constituent entities of the Russian Federation” .
First. It is recommended that the Ministry of Sport of Russia adopts the procedure for the transition of sports-gifted students and athletes between various organizations participating in the training of the sports reserve, as well as to form a single federal register of leading athletes (athletes at the stages of improving sportsmanship and higher sportsmanship).
Second. It is important to take measures that stimulate the first trainers to hand their students to other organizations for the further development and realization of their sports potential. The facts of the transfer of trained athletes, in our opinion, could be taken into account in the framework of attestation of trainers, their presentation to departmental and state awards, distribution of the stimulating part of the wage fund, and so on.
Third It is worthwhile to consider the including the concept of “first trainer” with the definition of its legal status, special social guarantees and preferences for the transition of his athletes in the conceptual framework of the Federal Law “On Physical Culture and Sport in the Russian Federation” .
Fourth. In the context of the subject of the transition of athletes, we call for expanding the practice of cluster interaction between various organizations that carry out sports training.
“We consider important that the Government of the Russian Federation early approves the Concept of the preparation of the sports reserve developed by the Ministry of Sport of Russia until 2025 in order to structure the activities for building up the sports reserve preparation system,” the Head of the region summarized.
The participants of the meeting noted that these and other activities proposed by the working group are aimed at creating the conditions for ensuring the selection and training of the necessary number of athletes with the prospect of achieving sports results of international level and able to enter the national teams of the Russian Federation on the basis of the effective national system for the preparation of a sports reserve in the Russian Federation, which makes it possible to facilitate the leadership of Russian sport in the international sports arena.
