The Yamal-Nenets Autonomous Area’s reserve of vaccines ‒ about 900,000 doses ‒ will be enough to inoculate the entire local reindeer population of 730,000, the YNAA official website reports.


Test inoculations were performed in the Priuralsky, Nadymsky, Krasnoselkupsky and Tazovsky districts. The vets staged a campaign in the cold season to find out how the animals react to being inoculated in winter and early spring. Their conclusion is that the vaccine can be used in March and April. The main events are scheduled for the summer of 2017.

This year, the YNAA veterinary service is planning to microchip all reindeer, whose ear tags will contain an animal’s sex and age data and identify its owner and grazing area.

Yamal is implementing a roadmap to rationalize reindeer herding. Among other things, the program sets the volumes and timeframes for a mass anti-anthrax vaccination of reindeer. As of 2017, it is intended to inoculate the entire population, including young animals born in 2017.

A regular meeting of the Government was held in Khanty-Mansiysk under the presidency of the First Deputy Governor Gennady Bukhtin. At the meeting, changes were made to the decree of the Government of Ugra “On monetary payments to individual medical (pharmaceutical) workers.”


As Gennady Bukhtin noted, this decision is aimed at eliminating the deficit of specialized doctor in the hospitals and polyclinics of the Okrug.

“The document establishes the procedure for competitive selection of medical workers under the age of 45 years who arrived from other regions of Russia to the cities of Ugra in 2017 and claiming a one-time payment of one million rubles. Besides that, we are expanding the list of territories in which such a payment will be used to attract specialists, ” the First Deputy Governor stressed.

According to the acting Director of the Department of Healthcare of Ugra Vladislav Nigmatulin, this list includes towns of Kogalym, Nyagan, Megion, Pyt-Yakh and Yugorsk. Thus, the total number of municipalities participating in the project has grown to 12, including the largest cities, such as Khanty-Mansiysk, Nefteyugansk, Nizhnevartovsk and Surgut.

In addition, the right to a one-time payment of 500 thousand rubles will be retained in 2017 for the heads of feldsher-midwife station and paramedics invited to work in rural settlements. In total, 48 million rubles are allocated for these measures of support withi the Okrug’s healthcare development program.

“We are interested in attracting trained personnel from other regions. In the current year, we are waiting for 45 doctors, negotiations are already underway. I hope that we will be able to implement what was planned before the end of the year. This will improve availability of medical care in the Autonomous Okrug,” Vladislav Nigmatulin said.

To conclude, the Acting Director of the Healthcare Department drew attention to the fact that the availability of physicians in Ugra is one of the best in the country – 49 physicians per 10 thousand population: “This is a very good indicator, much higher than in the Tyumen, Kurgan or Sverdlovsk regions.”

German and Swedish export credit agencies will participate in Yamal LNG project funding, chief executive officer of Russian natural gas producer Novatek Leonid Mikhelson said.


“Appropriate positive decisions of export credit agencies of Germany and Sweden have been made just recently. They will also join financing of Yamal LNG project,” Mikhelson said.

“The project is actually supported in terms of international funding volume but I believe participation of Germany and Sweden is highly important politically,” he added.

Yamal LNG is a large-scale project on creating a liquefied natural gas production facility with 16.5 mln tonnes per year capacity. The project involves the creation of transport infrastructure, including a seaport and an airport near the Sabetta village (north-east of the Yamal Peninsula). The company’s shareholders are Russia’s gas company Novatek – 50.1%, France’s Total – 20%, China’s CNPC – 20% and the Silk Road Fund – 9.9%.

The index of industrial production for March this year reached 105% compared to the same period last year. The February index of industrial production also exceeded last year’s figure. Its value was 104.1%.

The Governor of the Tyumen region told the special Presidential Representative on Environmental Protection, Ecology and Transport Sergei Ivanov about the implementation and prospects of public-private partnership in the field of waste treatment.

At least two more Russian investors are ready to enter the market. Sergei Ivanov stressed that waste treatment is a profitable business all over the world. “Unfortunately, in our country this sphere for a long time was criminalized. Today it becomes transparent. It is very important that the receipts include the cost of waste treatment, people will clearly see how much this service costs while it is necessary to control that drivers take out garbage for processing, not to the nearest forest” – the Presidential Representative said.

We add that in 2014 the Government of the Tyumen region concluded a concession agreement on the creation and operation of a communal infrastructure system for the processing, utilization and disposal of solid domestic waste.

In accordance with this agreement, the concessionaire undertakes by 2018 to build four inter-municipal waste-processing plants located in Tyumen, Tobolsk, Ishim and Yalutorovsk, and two transfer stations located in Tyumen and the Tyumen region.

To implement the concession agreement, the concessionaire has been allocated six land parcels that meet the terms of the agreement, and landfills in Tyumen, Tobolsk, and Yalutorovsk have been provided for use.

Governor of the Khanty-Mansiysk Autonomous Okrug Natalia Komarova held a working meeting with human rights commissioners Natalya Strebkova, commissioner on the rights of children Tatyana Mokhovikova, commissioner on the rights of entrepreneurs in Ugra Nikolai Evlakhov.

Natalia Komarova specified protection of labor rights of Ugra residents as a key task of the Commissioners for the rights of entrepreneurs and human rights. “The subject is complex, interdepartmental, requiring the use of innovative solutions, creating effective mechanisms and a feedback system with employees and employers. I expect that you will join the efforts on expert support of these processes, constant monitoring of the increase in the effectiveness of the labor safety system in Ugra, ” the Head of the region said.

Natalia Strebkova noted that she has always been focused on the issues of realizing the labor rights of citizens : “Interaction with the law enforcement agencies and the prosecutor’s offices plays an important role here. We hold joint meetings with employers who detain wages, with enterprises that are on the verge of bankruptcy. In addition, we organize joint receptions of citizens, including on issues of labor law. ”

According to Nikolai Evlakhov, today a very large number of Ugra entrepreneurs suffer from poor legal literacy, so the issues of legal education are a priority.

University of Tyumen scientists have developed a bioremediation method for soil polluted with mineralized formation water. Unlike its counterparts, the new method is effective in the climate of West Siberia. The method has passed expert review and has a patent pending.


During the process of liquid hydrocarbons extraction, mineralized formation water comes up to the surface and causes soil pollution. The time needed to neutralize the polluted soil is halved when done using the UT method.

UT scientists’ method involves planting sea aster (Aster tripolium) for the treatment of polluted areas, as saline lands are its natural habitat and it amasses salt in its tissues as it grows.

Speaking of the environmental threat, specialists explained that during liquid hydrocarbons extraction, crude oil (about 10%) and mineralized formation water (about 90%) comes up to the surface. After the separation process, crude oil is sent to refineries, while the aggressive liquid is injected back into the reservoir.

According to the scientists, one seed per square centimetre of polluted soil is enough for successful remediation.

The sustainable management of West Siberian natural resources is one of UT’s top priorities, along with the development of technological solutions for recycling oil industry waste.

An assessment of the progress of the Russian President’s instruction to promote the use of environmentally friendly transport in cities with high levels of atmospheric air pollution in order to reduce emissions of harmful substances was made at the Government of Ugra meeting under the presidency of the Head of the Region Natalia Komarova.


It should be noted that, according to the air quality research in Ugra, “high” and “very high” levels of gas contamination falling under the presidential mandate were not recorded in the settlements of the Autonomous Okrug.

“The specific feature of the region is that more than 90% of emissions to the atmosphere originate from stationary sources, enterprises of the fuel and energy sector. At the same time, the volume of such emissions has been reduced almost twofold over the last 5 years,” Natalia Komarova said.

Nevertheless, the Ugra authorities continue to pay attention to transportation issue. Thus, since 2014, a 50% transport tax incentive has been introduced for trucks and buses operating on natural gas, and work is also underway to develop a network of gas filling stations.

“Currently, share of vehicles using natural gas as motor fuel in the Okrug is 7.74% of the total number of registered vehicles. To ensure its operation there are 8 automobile gas-filling compressor stations in Ugra. Commissioning of a gas-filling compressor station in the territory of the village of Verkhnekazymsky, Beloyarsky District, is planned this year. In addition, a possibility to build such stations in the territory of Surgut, Nefteyugansk, Nizhnevartovsk, Khanty-Mansiysk and other settlements of Ugra is being considered,” Director of the Okrug Department of Road Facilities and Transport Valeriy Fomagin said.

Within the framework of the meeting, a member of the Public Council at the Department of Road Facilities and Transport of the Autonomous Okrug Sergey Dubovets evaluated efforts made in this direction : “Issues of development of the transport complex of Ugra are always discussed at the Public Council’s meetings. Indicators that we have today show that we are moving in the right direction. We believe that the measures that are being implemented in the Okrug are sufficient at the moment. ”

The Yamal-Nenets Autonomous District will invest in construction of the Northern Latitudinal Railway 8.2 billion rubles (about $144 million), the District’s Governor Dmitry Kobylkin said.


“Our obligations for the Northern Latitudinal Railway are 8.2 billion rubles,” he said. “This refers to a car road – a bridge across the Ob River near Salekhard – we shall face those obligations from 2020.”

The governor said, the region in 2015 already finished a passage of the Railway – a bridge across the Nadym River, which cost was 14 billion rubles (about $246 million). Before that, Nadym could be connected with the “mainland” only by a ferry line, using which depended absolutely on seasons and weather.

“The demand for the railway comes both from the regions and from the Russian industrial companies,” he continued. “The confirmed estimation of the cargo turnover is more than 21 million tonnes a year, and it is most important that the road will be built from only Russian materials.”

“For construction of only the bridge across Ob, the demand would be for more than 135,000 tonnes of metal parts, sand, rubble, sleepers, rails, reinforced concrete structures for railway lines,” he added.

The Northern Latitudinal Railway is 707 km of rail line, connecting Yamal with the Uralsk and with Russia’s North-West. The railway will also connect the national transport systems via the Sabetta seaport with the Northern Sea Route. In October, 2016, RZD (Russia’s railway giant) and government of the Yamal-Nenets Autonomous District agreed the project of the future latitudinal railway. For RZD that would be the first concessional project ever. The governor said, the project’s cost is 240 billion rubles (about $4.2 billion). The construction beginning is scheduled for 2018. The project is to be completed in 2022.
